There’s one guarantee with infrastructure megaprojects – the bigger the budget, the greater the risk that costs can spiral horribly out of control. And if you consider the definition of a megaproject as one that starts out with a budget of at least £1 billion, there’s the possibility that any oversight in cost control can have huge implications.
