Nilgiri plant

Cadbury India is developing a new food campus in Sri City, located in Andhra Pradesh state, India. The first phase of the project is the construction of a chocolate factory designed to produce moulded chocolate products and enrobed bars, an administration building and supporting utilities. The campus area spans about 134 acres with a building construction area of about 80,000m².

Future phases include the construction of two other factories to produce different products and at least one expansion of the chocolate factory. When complete, the complex will have an annual capacity of 250,000 tons and will be the largest chocolate manufacturing plant in India.

Our role

Currie & Brown was selected to provide cost management services, including:

• Cost modelling
• Cost planning
• Procurement advice and documentation
• Validation of the civil engineering works
• Remeasurement of quantities

Specific tasks included preparing and updating the master budget and providing independent cost inputs during value engineering for civil, MEP and utilities.

We helped the client control costs by providing item rate benchmarking for the bills of quantity for site grading, civil, structural and architectural work. The benchmarks were based on our updated database of material costs in Sri City. This information provided the client with a negotiation range for each item in the bill of quantity. We also provided support during commercial and price negotiations with the civil contractors.

We successfully completed the validation and submitted a detailed report to the client despite short timeline of just three days. We also assisted the client in solving the cost-related issues pertaining to civil packages and audited bills when required.
