Independent advice for a major transport link
We supported the City of Phoenix Aviation Department during the phased construction of the automated PHX Sky Train®. The system connects airport terminals, East Economy Parking and the Valley Metro Rail. More than 14,000 passengers use it every day. Phase 1 linked Terminal 4, East Economy Parking and the 44th Street/Washington light rail station with 1.7 miles of track. Phase 1a added a further 0.7 miles between Terminal 4 and Terminal 3. Together, the first two stages cost $884 million, funded entirely by airport revenues and passenger fees.

Certainty in the numbers
We provided strategic cost planning, estimating services and scheduling. Our independent third-party estimates gave the client confidence to request additional federal funding. They also served as a negotiation tool with contractors and highlighted the areas of greatest risk.
Keeping the programme on track
We embedded a dedicated project scheduler into the programme management team. Their role was to align the construction schedule with other activities, monitor milestones and reduce claims. This helped ensure timely delivery, controlled costs and minimal disruption to airport operations.
